Board of Trustees

The Board of Trustees is the highest governing body of the University. Its responsibilities and authorities are defined in the Law on the Formation of Boards of Trustees of Universities and Higher Education and Research Institutes (approved in Sessions 181 and 183 dated February 28 and March 14, 1989, of the Supreme Council of Cultural Revolution), as well as the Law on Financial and Transactional Conduct of Universities and Higher Education and Research Institutes (approved on January 8, 1991, by the Islamic Parliament).

Responsibilities and Authorities

  • Approving the internal bylaws

  • Approving the organizational structure of the University, based on the regulations proposed by the relevant ministries and coordinated with the Administrative and Recruitment Organization, subject to approval by the Supreme Council of Cultural Revolution

  • Reviewing and approving the University’s budget as proposed by the President of the University

  • Approving the detailed budget of the University

  • Approving the University’s annual financial statements and balance sheets

  • Approving the procedures for collecting and utilizing the University’s exclusive revenues

  • Appointing the University’s auditor and treasurer

  • Making efforts to attract financial, equipment, and construction contributions from the private sector and local sources, in accordance with the regulations approved by the Supreme Council of Cultural Revolution

  • Approving financial and transactional bylaws, which may be implemented upon confirmation by the relevant ministry

  • Proposing the rates of allowances for academic and non-academic staff (experts and technicians), which may be implemented upon approval by the Ministry of Culture, the Ministry of Science, Research, and Technology, or the Ministry of Health and Medical Education

  • Determining the management of the institution’s production, service, workshop, and healthcare units, in accordance with the regulations approved by the Cabinet

  • Determining the rates for research, teaching, service, authorship, and similar remunerations

  • Reviewing reports submitted by the President of the University

  • Approving employment regulations for academic staff, which may be implemented upon confirmation by the relevant ministry to ensure coordination
