Board of Assessors
The Board of Assessors is responsible for reviewing and providing opinions on requests from faculty members regarding promotion to higher academic ranks (Assistant Professor, Associate Professor, and Professor), sabbatical leave, assessment of academic stagnation, and recognition of prior service (contractual service records before a change in employment status to probationary permanent for faculty members or service records in the expert tenure for experts whose employment status has changed to faculty members), in accordance with the regulations of the Ministry of Science, Research, and Technology.
The Board evaluates requests by assessing candidates’ cultural, educational, social, research, technological, scientific, and executive activities according to current guidelines. Cultural, educational, and social activities (Article 1) are first reviewed by the Specialized Commission. Educational, research, technological, and scientific, and executive activities (Articles 2–4) are initially assessed by the Selected Committee of a faculty, then reviewed by the Specialized Commission of the Board of Assessors, and finally examined by the Board of Assessors. Selecting real members of the Distinguished Professor Selection Council for each case under review also falls under the Board’s responsibilities.
Responsibilities and Authorities
The Board of Assessors is responsible for reviewing, providing opinions, and making decisions regarding:
- Academic qualifications of candidates for promotion to higher ranks (Assistant Professor, Associate Professor, Professor) according to the regulations governing faculty promotions
- Academic qualifications of candidates for conversion from probationary permanent to officially permanent status
- Conversion from expert with an officially permanent status to faculty member with a probationary permanent status (currently suspended at Kermanshah University of Technology per Board of Trustees approval)
- Assessment of academic stagnation (it refers to situation in which a faculty member who, according to regulations, fails to meet the required criteria for three consecutive years to earn merit-based advancement)
- Decision-making on the promotion of instructors to Assistant Professors who, with the use of academic leave or unpaid leave, have successfully obtained a PhD or a Level 4 degree from a seminary
- Review of other referred matters according to relevant bylaws
Specialized Commission
The Specialized Committee is a committee that, within the framework of its defined responsibilities and authorities, is responsible for reviewing and providing opinions on the cases of faculty members to determine whether their cases are eligible to be presented before the Board of Assessors. It reviews and scores the three main categories of activities previously assessed by the Selected Committee. Cases meeting the minimum criteria are forwarded to the Board for final evaluation. Cases that do not meet the requirements are returned to the applicant’s department.
Composition
- One member of the Board of Assessors, relevant to the subject area, appointed by the President of the University and confirmed by the Board (Chair of the Commission)
- Three faculty members, at least one of whom must hold the rank of Professor, proposed by the President of the University, selected by the faculty, and approved by the Board
- Secretary of the Selected Committee
Note: Commission members are appointed for a two-year term by the Board Chair.
Selected Committee
The Selected Committee reviews, evaluates, and scores the academic and research qualifications of faculty candidates seeking promotion to Assistant Professor, Associate Professor, or Professor. The committee assigns scores to various aspects of the candidate’s file and, finally, the minutes of the committee, along with all educational documents, earnings statements, agreements, certifications, lecture notes, articles, books, and other documents of the applicants, are submitted to the Secretariat of the Board of Assessors for further evaluation.
Responsibilities
- Receiving and reviewing the documents and evidence submitted by faculty members applying for academic promotion
- Reviewing the candidate’s scores in educational, research, and executive categories to assess the adequacy of the earned points
- Preparing the file and meeting minutes and submitting them to the University’s Board of Assessors for review by the relevant Specialized Committee
Composition
- Dean of the relevant faculty (Chair of the Selected Committee)
- The faculty’s Vice President for Education or Research, selected by the Chair
- Three faculty members specializing in the candidate’s field, with the minimum rank of Associate Professor, proposed by the department head and approved by the Dean
Note: At least two of the three faculty members must hold the rank of Professor for cases involving promotion to full Professor.
