The Board of Assessors is in charge of dealing with and giving verdicts on the requests of faculty members regarding promotion (assistant professor, associate professor and professor), using sabbaticals, assessing the state of academic stagnation and calculating service records (contractual service records before a change in the employment status to probationary permanent for faculty members or service records in the expert tenure for experts whose employment status has changed to faculty members) according to the Ministry of Science, Research and Technology’s bylaws. The Board assesses requests and gives verdicts on them after evaluating the quality of applicants’ cultural‐educational-social, academic, research-technological and scientific-executive activities. Thus, the cultural-educational-social activities (Article 1) of applicants will initially be assessed by the Specialized Commission of Article 1 and the academic, research-technological and scientific-executive activities (Articles 2 to 4) will initially be assessed by the Selected Committee of a faculty, then by the Specialized Commission of the Board of Assessors and eventually by the Board of Assessors. Selecting real members for the Council of Distinguished Professor Selection to assess each file is another responsibility of the Board of Assessors.

Responsibilities and Authorities of the Board of Assessors
Dealing with and giving verdicts on:
a) The academic qualifications of applicants regarding promotion (assistant professor, associate professor and professor) according to the regulations of the Promotion of Faculty Members Bylaw
b) The academic qualifications of applicants who request a change in their employment status from probationary permanent to officially permanent
c) Change in the employment status from expert with an officially permanent status to faculty member with a probationary permanent status (according to the resolution approved by the Board of Trustees, this process is currently banned at Kermanshah University of Technology)
d) Assessing the state of academic stagnation (it refers to a situation in which a faculty member does not have the qualifications to achieve a three merited grade for three consecutive years according to the regulations of the Employment of Faculty Members Bylaw)
e) Making decisions regarding the promotion of instructors to assistant professors among those faculty members who, using academic mission or with the University’s authorization and by using unpaid leave, successfully earn a PhD or Level 4 degree from a seminary
f) Assessing other issues referred to the Board according to the relevant bylaws
The Specialized Commission
According to the responsibilities and authorities entrusted to it, the Specialized Commission is a commission in charge of dealing with and giving verdicts on the files of faculty members regarding their potential, or lack thereof, to be proposed to the Board of Assessors. The Commission is obliged to assess and score the tripartite activities of the applicant requesting promotion, which have already been evaluated by the Selected Committee. In the event that the file meets the requirements and achieves the minimum points stated in the Promotion Bylaw and the related code of practice, the Commission will refer it to the Board of Assessors for assessment and a final decision. Files which do not meet the stated requirements will not be granted the opportunity to be proposed in the meeting of the Board of Assessors and will be returned to applicants through the related units.
The formation of the Specialized Commission is as follows:
1. A member of the Board of Assessors depending on the required expertise, proposed by the President of the Institute and confirmed by the Board of Assessors (Chairman of the Commission)
2. Three faculty members, at least one of whom has to be a professor; selected by faculty members, proposed by the President of the Institute and confirmed by the Board of Assessors
3. Secretary of the Selected Committee
Note: Members of each Commission are appointed by the Chairman of the Board of Assessors for two years.
The Selected Committee
The Selected Committee is conducted in order to deal with, give verdicts on and assess the scientific-research qualifications of faculty members who request promotion to the ranks of assistant professor, associate professor and professor. In these committees, different clauses in the files of each applicant are scored and in the end the meeting minutes of the Selected Committee of the faculty along with all the academic degrees, orders, agreements, confirmations, pamphlets, articles, books and other documents are sent to the Secretariat of the Board of Assessors to pass other stages of assessment. Responsibilities of the Selected Committee of promotion are as follows:
a) Receiving and assessing the documents of faculty members who request promotion
b) Assessing the points of faculty members in academic, research and executive activities with regard to the sufficiency of the acquired points
c) Organizing files and meeting minutes and sending them to the University’s Board of Assessors for assessment in the related Specialized Committee
The formation of the Selected Committee is as follows:
1. President of the related faculty (Chairman of the Selected Committee)
2. Faculty’s Vice President for Academic or Research Affairs selected by the Chairman of the Selected Committee
3. Three faculty members expert in the applicant’s field of specialization with the minimum rank of associate professor, proposed by the related head of department and confirmed by the President of the faculty
Note: Presence of at least two members with the rank of professor (out of the three members mentioned in Clause 3) in order to evaluate an applicant’s request for promotion to the rank of professor is mandatory.
