The Board of Trustees

The Board of Trustees holds the highest position in the Institute, whose responsibilities and authorities have been specified in the Formation of Boards of Trustees in Universities and Higher Education and Research Institutes Law (approved in the 181st and 183rd meetings by the Supreme Council of Cultural Revolution on February 28, 1989 and March 14, 1989) alongside the Financial and Transactional Conduct of Universities and Higher Education and Research Institutes Law (approved by the Islamic Parliament on January 8, 1991).

Responsibilities and Authorities of the Board of Trustees:

a) Approval of internal bylaws
b) Approval of the administrative organization of the University according to the regulations proposed by relevant ministries in agreement with the Administrative and Employment Organization and approved by the Supreme Council of Cultural Revolution
c) Review and approval of the University’s budget which is proposed by the President of the University
d) Approval of the University’s detailed budget
e) Approval of accounts and the annual balance sheets of the University
f) Approval of the methods of receiving exclusive revenues and their expenditure
g) Appointing the Auditor and the Treasurer for the University
h) Attempting to attract the assistance of the private sector and the local area in the form of cash, equipment and facilities in compliance with the regulations approved by the Supreme Council of Cultural Revolution
i) Approval of financial and transactional bylaws which are officially applicable after being confirmed by the relevant ministry
j) Proposing the extra payments for faculty and non-faculty members (experts and technicians) which are officially applicable after being confirmed by either the Ministry of Culture, or the Ministry of Science or the Ministry of Health and Medical Education
k) Determining the management of production, service, workshop as well as health and medical units in compliance with the regulations approved by the cabinet
l) Determining the amount of payment for research fees, teaching fees, translation fees, authorship fees and the like
m) Review of the University’s report which is offered by the President of the University
n) Approving the regulations for the employment of faculty members which are officially applicable after being confirmed by the relevant ministry

The Commission of the Board of Trustees

In order to review expertly the topics proposed in the meeting of the Board of Trustees, a commission called the “Permanent Commission” is set up in the tenure of each of the Board of Trustees. Thus, topics which require expert review, comments or decision-making are determined by the Board of Trustees and referred to the Permanent Commission for further review. In addition, each member can put forward their proposal to the Secretary of the Board of Trustees in order to be raised in the Commission. A summary of the evaluations and the views of the Commission as well as the decisions made will be discussed in the next meeting of the Board of Trustees.
