Executive Recruitment Board

In 2007, the Supreme Council of Cultural Revolution reformed the procedure for recruiting and converting the employment status of faculty members in universities and research centers across the country. By approving a new bylaw, the Council introduced a revised structure for the recruitment of faculty members. The purpose of this reform was to attract capable, knowledgeable, pious, and committed individuals from both inside and outside the country, while reducing bureaucracy and establishing a unified and transparent recruitment process.

Under the new structure, three hierarchical levels were established for faculty recruitment. At the top of this structure, the High Board for Faculty Recruitment of Universities and Research Centers was established under the direct supervision of the Supreme Council of Cultural Revolution and operates within its Secretariat.

Under this Council, two Central Faculty Recruitment Boards—one within the Ministry of Science, Research, and Technology (MSRT), and the other within the Ministry of Health and Medical Education—are responsible for overseeing and coordinating faculty recruitment and employment conversion processes across universities and research centers.

At the institutional level, each university and research center has an Executive Recruitment Board for faculty recruitment, which operates under the supervision of the Central Board and is responsible for assessing the academic and general qualifications of applicants for faculty recruitment and employment conversion.

Responsibilities and Authorities

  • Identifying and determining the recruitment needs of academic and research departments

  • Issuing public calls for faculty recruitment

  • Deciding on the process of faculty employment—including contractual, probationary permanent, officially permanent, faculty membership through non-military service, academic leave, and transfer—in accordance with the relevant bylaws and regulations

  • Evaluating and expressing opinions regarding applicants’ academic competence and general qualifications for faculty recruitment or fellowship

  • Supervising the proper implementation of laws and regulations related to faculty recruitment

  • Submitting annual reports, as required, to the Central Faculty Recruitment Board of the Ministry of Science, Research, and Technology

Committees of the Executive Recruitment Board

To accelerate the recruitment process and evaluate applicants’ academic competence and general qualifications, the Executive Recruitment Board forms Academic Competence Evaluation and General Qualifications Evaluation committees under its supervision.

Members of each committee are appointed for a two-year term by the Chair of the Executive Board upon the Board’s approval. After conducting evaluations, the committees complete the relevant forms and confidentially submit their findings to the Executive Recruitment Board for decision-making. 

a) Academic Competence Evaluation Committee

To evaluate the academic competence of applicants for recruitment (including contractual recruitment, converting the employment status to probationary permanent, converting the employment status to officially permanent, and faculty membership through non-military service), as well as applicants for fellowship, the Academic Competence Evaluation Committee is formed under the supervision of the Executive Recruitment Board in various academic disciplines.

Composition

  1. The Dean of the relevant faculty or the Vice President for Research (for research faculty)
  2. The head of the relevant academic or research department
  3. At least two faculty members specializing in the applicant’s field, selected by the Executive Recruitment Board and invited based on the applicant’s case
  4. One member of the Executive Recruitment Board (or its representative), who must be a tenured faculty member of the university

b) General Qualifications Evaluation Committee

To evaluate the general qualifications of applicants for recruitment (including contractual recruitment, converting the employment status to probationary permanent, converting the employment status to officially permanent, and faculty membership through non-military service), as well as applicants for fellowship, the General Qualifications Evaluation Committee is formed under the supervision of the Executive Recruitment Board in various academic disciplines.

Composition

  1. Representative of the University President
  2. Representative of the Office of the Supreme Leader’s Representative at the University
  3. Three tenured faculty members, proposed by the Executive Recruitment Board, approved by the High Selection Board, and appointed by the Secretary of the Central Recruitment Board for a four-year term

Secretariat of the Executive Recruitment Board

All executive affairs of the Executive Recruitment Board—including issuing public calls for faculty recruitment, receiving applications, preparing and organizing applicant files, responding to inquiries, and related tasks—are carried out by the Secretariat of the Executive Recruitment Board. The head of the Secretariat is appointed by the Chair of the Executive Recruitment Board.

Responsibilities

  • Organizing meetings of the Executive Recruitment Board for faculty recruitment

  • Implementing the resolutions of the Executive Recruitment Board

  • Conducting correspondence with the Recruitment and Supervision Center of the Ministry of Science, Research, and Technology

  • Responding to faculty recruitment applicants
